Non PAS rack's are Cortina and the bottom of the column is TR7. Top of the column is Sierra on 400s but BL for an '83 car. I think that jagdpanther's SD1 guess is correct.

If its Height adjustable its rover... my 85 280 was rover. earlier were ford IIRC
