hole in top of wheel arch - what to do?

I have a Honda Civic which has a hole in the top of the wheel arch. The hole is about 4cm long (shown by the red arrow in picture - click to maximise picture) and wide enough to put your finger through or a screwdriver. Please see the photo I have uploaded.
The hole is allowing water to get in and making the boot very wet. Don't know if I should just bung some filler in there or fill it with an epoxy such as JB weld? Or should I get this welded? On a tight budget to don't have much to spare, but don't want to do something that is futile. The good thing is the metal around the hole seems good, so it literally is just the hole
