In a nut-shell if your car isn't as it left the factory (and that includes ALL cars no matter when they were built!) then it will be impossible for it to be MoT'd and therefore you won't legally be able to use it on the road.
It's going to kill an industry, put people out of jobs, to say nothing of stopping us having fun with cars.

Suffice it to say that the headline of this thread is wildly inaccurate. Read the main thread for details, but there is no need to run about and panic just yet.
In summary:-
The draft Regulation is mainly about an EU minimum standard for roadworthiness testing.
It is not mainly about modifications, or classic cars.
The draft regulation will not prevent all modifications.
It will regulate modifications which affect safety or environmental characteristics.
It will allow for testing of modifications.
It will create a new and limited category of historic vehicles, which will not require testing.
Many or even most classic cars will need testing, but will be tested by the standards applicable when they were new. (Note that "historic" and "classic" are not legal terms at present, save that historic has a limited meaning in the UK for road tax purposes).
There remains uncertainty because parts of the draft Regulation and Annexes are ambiguous, and some local rules will be in place in any event.
There is reportedly no budget to implement this (masermartin's good point, not mine). Large scale changes appear unlikely.
There may be hassle for trailer and caravan users.
The draft Regulation is in many ways poorly drafted, but it is not Armageddon.

Thanks! Alas, in the main thread, I am being told that I am "Public Enemy Number One", and accused of having contempt for engineers, by a bunch of people who pronounce very firm views on EU rules albeit that some of them can barely spell. They seem to have some sort of vested interest in spreading gloom and doom, and get fearfully cross if anyone suggests that things might not be so very bad after all.
Various car club websites are publishing assorted tosh about this. Not one of them appears to have taken advice from a lawyer about the draft regulation, and some do not even appear to have read it.

same sort of thing happened when a militant group of bikes all ganged up and protested well before necessary and ignoring negotiations that hadn't even started

( put in a couple of speling misteaks for you too.....)
Ballcocks. One takes a classic car and modifies certain aspects so it can stand up to, and be enjoyable in modern traffic conditions; the other takes a car that has been designed to cope with modern traffic conditions and makes it useless/dangerous (removal of most of the suspension travel, 'stretched' tyres etc.) because they think it looks better...

By the way, I am not rich, and don't modify my old heaps, none of which is worth very much. There is a serious point about regulating unsafe amateur mods, but, in general, if Barry wants to mess about with his Saxo, I don't care.

What it boils down to is the EU are making a law which will affect this countries rights to govern it's own motoring system with very little consulation with anyone ( not just the UK ) . Good or bad idea? Can we afford to take the chance ?
Better to fight until we know for sure i say. If we all sit back and do nothing at all and it is badly implemented there will be nothing we can do after the fact.
