Due to the Kyoto agreement, industry has to limit it's CO2 output or pay/trade for it.
It'll come to either us limiting our energy use or paying more for it. That's the price of change.

In contrast to UK coals, Chinese coals are generally regarded as being low in sulphur. Nevertheless, some 35% of coal reserves in China exceed 1% sulphur and, in 1995, out of a total coal production in China of 1.29bt, >150Mt had sulphur content of 2.0% or over. Much of China’s coal is burnt untreated with only ~30% of the total production washed. With production in China predicted to rise to 1.8bt per annum by 2010, sulphur emissions from coal represent a serious threat to the global environment.
The sulphur dioxide emitted is acknowledged to be a major environmental danger. Even if collaboration cleans up the emissions in terms of sulphur, getting on for 2bt per annum means that any savings in CO2 emissions we make will be wiped out entirely by China, not to mention India...and the rest.
The UN IPCC Kyoto Protocol excludes China and other developing nations and, is nothing to do with the environment through climate change - it's everything to do with redistribution of wealth at individual and international levels.
The DTI know it and the UN know it.

There are several big underground coal fires in China, one huge one has been burning for decades and burned a humungous amount of coal, millions of tons iifc. So we'll ramp up the price of fuel, reduce petrol consumpion by a few % by preventing the very poor from travelling, drop energy consumption for the country as a whole by thousandths of a percent and for the world as a whole by naff all. And this will help the environment how, exactly?
On the other hand it will give the government a huge cash income which will grow and grow as the price of fuel goes up, and they can applaud themselves for doig their bit to 'protect' the environment, and they can also achieve their political objective of stopping people from using private transport. I should say 'other' people because of course politicians are far too important to use public transport.

One other thing worth mentioning, PHers may have noticed that there is a gradual replacement of traditional traffic lights by new LED varieties, these are cheaper, last longer, have better visibility in glare AND when most of the 'old' style signals have been replaced, the lower power consumption will save the authorities hundreds of thousands of pounds per annum AND reduce CO2 emissions by the equivalent of two power stations per annum. As part of the transport sector, this - together with the motor industry's successful reductions in average CO2 emissions - means we have more than done our bit already.
