Abolition of bridge tolls today - in SCOTLAND!

Today is the last day that tolls will be charged on bridges in Scotland:

So why does this sort of thing never happen in England? We have the Dartford bridge, bought and paid for countless times, but still they charge, still causing congestion and emmisions.
