As commented, the expenses would be a days wages, but she has been told that she will receive a written warning if she fails to attend. We had asked my dad to drive her, but we might have to revisit the trains, and see if she can manage it.

(Yes, perhaps she should be able to race between trains, platforms and underground stations without missing a beat, but this is well outside her comfort zone, as a catering manager her work is far more "kitchen based", and she is happy enough catering for 200 hungry school kids).
You haven't specified the exact journey (perhaps give us a rough idea?) - but in my experience, the 3 trains and a tube will still be less stressful than trying to drive across the whole of London. Will take less time too.

As you said, her sense of direction isn't that great, then I'd wager also that she's not the most gung-ho and confident of drivers. Doing a cross london dash in the traffic is not for the faint hearted - my missus is a perfectly confident driver but refuses to drive in London for that reason.

Ben, the run was Maidenhead to Bexley, and you are quite right, she is happy on routes she knows, but other than that this is pushing it. This was a M4/M25 route, which isn't her idea of fun.

Might be different for national organisations (eg Charities or large corporations). Ive worked in Local Authorities and daily hire cars were definitely not added to the LA policy. IIRC it was only the ones that were on lease that were added. With regards to schools, definitely not. They usually have one or two minibuses and the insurance is restricted to those. The schools I worked in never needed to hire cars on day rates.

Unless a specific term of your employment or you receive a car allowance surely there is no obligation on an employee to use their own vehicle?

Ask them to front the money for a taxi or put it on account. If they don't want to do that then they will have to pay overtime for any travelling time outside of normal hours.

Check train times etc and tell the employer how long it is likely to take.

Your OH's attitide should be 'I will do my best to be there by the means that you make available to me'.
