Offsetting Against Tax the Cost of Tools of the Trade

When I started my apprenticeship as an emgineering technician I was given a tax free allowance supposedly for tools and membership fees. My lad is an apprentice outdoor education instructor and as such needs to buy expensive kit for his job. Is he likely to be entitled to the same tax allowances for his kit?
