There are definitely three police officers (0:39), and potentially a fourth (0:42) closest to the touchdown, stood in the road. There must therefore be a similar presence on the other side of the road closure, so I'm going to go with "everyone was a pre-determined distance from the runway centreline, being marshaled by police officers". Unlikely to have turned 'nasty', IMHO.

I flew from Sarajevo to Geilenkirchen on one of those horrid slow things, seemed to take about a week. Not surprised it dropped short, pilots probably bored off their tits.
