ERS (2 and 3 hour races) allows the use of any MSA compliant refuelling kit so Tuff Juggs are compatible. In fact the team who won Class 5 in a Golf at race 1 used Tuff Juggs for refueling.
There is no control fuel supplier either so although Sunoco are often at the meetings due to the delivery of orders to the big teams, there is nothing (legal transportation of fuel issues aside) stopping you from using Tesco's fuel in your car. As long as it complies with MSA definition of 'Pump Fuel'.

From the list you have here, I'd think Fun Cup is by far the cheapest on a £/min basis. Unfortunately it doesn't ideally suit a team of 4 (3 is perfect), but I'm sure you can work things out.
