Ultima f/s in Holland without engine?

This is the blue one advertised here on PH? It's been up for sale for ages, so it's always possible that his email address is out of date.
It's basically a rolling chassis. I don't know why the owner stopped at this point, but bearing in mind that there is still a fair bit of finishing off work to do along with fitting the engine and gearbox, I'd be surprised if it was going to be as simple as just buying them and dropping them in.
If you can get it cheaply enough, and the guy has done a good enough job of building the kit up to now, it's probably worth a go. You'll be on the road in a matter of weeks rather than months.
You could call the factory. They're always helpful about cars that people are interested in buying, and they generaly know an awful lot about the person who bought it, how many stages they bought and how far they got before giving up.
