The 1st episode was too and not just with the way Mulder & Scully all of a sudden end up back at the FBI with little explanation.

Although I suppose the creators didn't have a great deal of choice as the US network only allows for a 42 minute episode and this was only ever planned as a 6 episode run, so they had to cram it all in at the expense of it looking hurried
