Martin Freeman has been cast as Bilbo Baggins, and apparently due to industrial action in New Zealand, they are looking at alternative filming locations, UK Included..

Because New Zealand only has a population of 9 people, it's quite easy to shoot there without having to worry about pylons, villages, roads, signs etc. being in the background.

Removing them is an expensive and time-consuming process, so it's better that they're not there in the first place.
Isn't Harry Potter filmed here? I know at least some of it is...
