In fact the best answer would be to use the benefits money to pay for child care between true working hours, say 0700 to 1800, or earlier/later if needs be. That way the 'parents' would have no excuse not to go to work as the kids would be looked after and fed. And if they didn't bother then who cares what happens to them.
I would gladly pay more taxes just to see the great unwashed stood at a bus stop in the dark in January heading off to put nuts and bolts in a cardboard box all day for £6.

Its so simple, stop the benefits and use the money to build factories that make things like televisions or cars or whatever, the options are endless. Then get the feckless working for their money.

one of the problems that successive govts have failed to get to grips with (or possibly encouraged, depending on your view) is the ever increasing rise of in-work benefits

the woman referred to in the OP gets
Child Tax Credit - you can't claim this if you work but you can claim Working Tax Credit, which is essentially the same thing
Child Benefit - you can claim this if you work
Housing Benefit - you can claim this if you work
Council Tax Benefit - you can claim for this if you work
Single Parent Benefit - not sure what this is. I think they might mean Income Support. In that case you can's claim thast if you work as it is the equivalent of JSA.
Vouchers for free milk and fruit - I dont think you can't claim for these if you are working, but they are only for under-4 year olds anyway.

Increasingly unlikely as we start to let in millions of unskilled workers from the EU.

There is no polite response to what this women and those like her are doing. Quite frankly I'd like to see the benefits system done away with completely, except for very special cases or else having stronger pre-requisites. (every year of working you get entitled to a fortnight unemployment benefit if you lose a job etc)

Plenty of countries around the world have no benefit systems but they do not seem to have people dying all over the place so I really need to question whether it is needed.

The only way that kind of amount would be possible is large house benefit payments for private rented accommodation, and they've been capped now.
