As a Cornishman, I am not English and refuse to be bracketed as such.
As a Cornishman, you've been English for about a thousand years. If it's the latter, can you really, honestly say you've never driven on a road in Devon?

With such a small economy how do they propose to pay off all the debts they will be taking with them?
Well if I was making that patch of the British Isles independent, I'd be setting it up as a corporate and personal tax haven relative to England to attract the wealth north of the borderAlso worth remembering there's basing rights for the RN and RAF which would no doubt attract a tidy income.
One could also do other stuff like lobby the EU to get favourable fishing quotas or regulations and try to get a lion's share of the North Atlantic and North Sea catch landed through Scottish ports.
I don't believe that the dispropotionately high level of public expenditure north of the border is reflective of economic impotence
