Well, turbo, there we go.
If accurate, it should be a clear pointer for the PM's putting Britain First campaign during the GE being false and a further demonstration of what he has been up to recently whilst abroad.

If you put it the context as a simple aide memoir designed to put right the frequent lies being told by politicians and the media I personally see it as very useful. This of course just being one jigsaw piece rather than a strategy. However, I'm sure Dr North, who must be one the top experts in the field of everything EU will be glad of your advice.

That's not a comment on whatever way EY may have voted, just me.
Unfortunately I think it was inevitable that there would be shenanigans on this. The voting reform referendum was similar IMO (presented to improve the chances of a specific outcome).
What safeguards are there to prevent it? A referendum should be non-political. A decision has been taken to let the people decide directly, so let them do so.
There should be no public money allocated to campaigns, and I suspect having no MPs involved in campaigning would be wise too.
If the "no" campaign did have a leader, Cameron's gagging order would be solid gold.

I also don't think it's practical or desirable to stop MPs or ministers having an opinion on the issue. Restraining them from expressing it would simply lead to more subtle forms of it and a great game of second guessing it. Agree with you about spending public money on them. No reason why either side should do this.
Referendums are an appropriate tool for major constitutional decisions which are beyond the scope of the broad based manifesto parties campaign on in general elections.
This yet again shows what a big con the whole renegotiation drama is. On one hand CMD claims that we will negotiate a vastly different deal and present it to the British public yet before any new deal has materialised the government have already decided which side of the fence they'll be on.

In the EU Referendum Bill it's been made very clear the vote will not be extended to under 18's, EU citizens resident in UK or British citizens living abroad for more than 15yrs. Roughly a quarter of the 5m ex-pats live in Europe so you'd expect them to be firmly in the Yes camp.That will mean using the LA voting lists

Excluding those EU ex-pats and the 1m or so UK resident EU citizens doesn't sound particularly despicable to me.
