Sure, that's a sensible idea, all of us in the North will simply move South to escape the perpetual daylight of Summer and perpetual darkness of Winter. The timezones you refer to in Canada and the US are based on longitude not latitude as you propose for Scotland.
The same applies between England and France, one is just north of the other and yet in a different timezone. The difference is that the country to the north (England in this case with the vast majority of UK's population) wants to be on CET which makes perfect sense. That leaves Scotland, just to the north of England on it's own time zone. Scotland has less hours of daylight than England in the winter and more in the summer - how on earth will the different timezone mitigate this?

Don't hate the player, hate the game*- Because that's how the sun works, it's not some gift we've had bestowed upon us, the further north you get, the later the sun sets. It's a simple concept and we shouldn't have to suffer because those down South feel hard done by. On the flipside you get less hours of darnkess in Winter.
