I would have thought that information about why he was so desperate to get away (and possibly why the police were chasing him in the first place) would be pertinent to the circumstances of the case and brought up in court?

Tonks is spot on. I would dearly, dearly love to see ANPR being used daily on the roads 'round here (E London).

As has been suggested, I think they don't simply because the amount of extra work they would bring on themselves would bring the police service to a grinding halt.
