If you look at some of the far right arson/murder/whatever cases in Germany they tended to be done by members of a group not individuals
Is there actually any real evidence of more than one person in this shooting? At the moment everything looks like just one person. A bit like there were reports of shootings at multiple sites but nothing actually seems to have happened elsewhere apart from rumours.

She can't make any decisions right now that will be better than those made by the police commanders on the ground. What she can do is look at the longer term strategic issues once this situation has been brought under control and she knows who is responsible.
