How about a policy of releasing dangerous animals in the UK? Two benefits to this. Firstly it takes away the controversial job of deciding who goes and who stays. More importantly though, it is more likely to get rid of the weak and infirm, and especially the unlucky. These groups are the biggest burden on the rest of society, and what with their various medicines, wheelchair fuel and propensity for spilling things, they are the worst for the environment too.
Bears and wolves would be the best place to start. If they don't catch enough, bring some tigers in, and if we still have too many people, crocodiles. Snakes would be a last resort. All the savaged bodies could then be thrown into the sea to attract sharks.

The trouble is, as with China, the ones who would ps off would be the ones you don't want to ps off. The ones with the drive, enterprise and ambition to ps off from countries with such draconian laws. Rejig the tax system. First child gets you a tax break. Second and subsequent whacks you with a massive tax hike to pay for their schooling etc.
Liking the sterilising of crims idea...not because it will stop 'em from having kids, they'll already have done that, nope - just because it's nasty and will make their bks hurt. Winner of an idea.
I'd also consider the provision of long-term sub-skin contraceptives either being available at school for all teenage kids. Think of the misery that could save.

Lift safety restrictions on cars so that manufacturers can make light, nimble, fun deathtraps if they want to and we can buy them if we want to.
