The Okhta center in St Petersburg, Russia has also been given final clearance to proceed with construction and is 403m tall.
There are quite a few others in the pipeline as well from various parts of Europe (but mainly Russia) that are also taller than the Shard. There's one in Paris but I believe its bedeviled by financial problems so isn't happening for at least another year.
It seems the whole of Europe is getting "tall building envy"...

I was there a few months ago and the Tour First refurb looks pretty impressive. Think that'll be taller than the Total tower, although not has high on the sky line, as it "starts" lower down, if that makes sense?
