Maybe we've all got this wrong. It wasn't entertainment, it was "research". (The Pete Townshend Defence?).

Well you should be (saying she is wrong). Her husband may hace watched his jazz movies, but she submitted the dodgy expenses claim. She is required to vet her claims before submission. She made a dodgy claim in contravention of the rules - either she failed to vet, or saw it and stuck it in anyway.
