You might have a point there.
if I was uninsured and I damaged something to do with the roads im pretty sure I would have to pay.
why don't these companies have to pay to fix the damage to the roads they caused?

Ah but anyone claiming any benefits would also be required to charge vat on them. So they would learn sums and form filling PDQ or not get any cash.
