Bear in mind it's my local rag and it's frequently wrong... Fifteen drivers are to be prosecuted for taking pictures of a crash. Surely there's no offence to prosecute?

I also read that as the 15 were driving whilst snapping/filming.
ETA: Also now on BBC site and they confirm it was for driving.

I heard it on the radio whilst negotiating the slow boat A16 to Spaldingrad. Had me puzzled too, but yes, it appears so, some people ARE that stupid. ETA Just looked at the link on O/P's post, looking at the state of one of the cabs somebody is seriously lucky not to be dead

No it doesn't, FFS.You have a right to rubberneck, of course you do. Nobody can tell you where to look, and that doesn't increase with time. But let's not forget, you're still driving a bloody motor vehicle. You have an obligation to pay attention to where the hell you are going, instead of gawping at and filming someone else's accident. Like so many, you seem to have a laser-like focus on rights and a massive blind spot to obligations.
The number of times you end up in a huge jam caused by rubbernecking tts. Sometimes, the tts have a secondary accident because they're looking at some bent metal instead of the road ahead.
Anyone taking photos whilst driving is a mong - to do it in front of the police is double stupid, and deserves a fine for being an asshat.

I was in a traffic jam the other day and when we got to the cause of the problem it was people slowing down to look at some road repair works, it boiled my pee as it was so unnecessary to be held up for an hour just because people were slowing down to look.

Whilst walking back from the City to Liverpool Street one evening last summer, I stumbled upon a parade of some sort making its way down Moorgate: 2 police motorbikes up front, then 2 mounted police, military brass band, then 2 more mounted police at the rear.As I stood to watch it pass by, the traffic was being allowed to pass on the opposite side of the road as normal.
I was amazed to see a driver, travelling at around 5 mph on the opposite side, videoing the parade (police and all) on their mobile through the side window!
Of course, the first mounted policeman pointed at them and made it very clear they should stop it.
