I don't think that is right. I don't have a breakdown of the results for England for the 1997 or 2001 election but in 2005 the result for England was:Labour 286 seats 35.4% of popular vote
Tories 194 seats 35.7% of popular vote
So the Tories fractionally won the popular vote but Labour won 54% of the seats under the first-past-the-post system.
You can work backwards to the 2001 result using the movement in 2005. This would have given a result in 2001 of:
Labour 323 seats 41.4% of popular vote
Tories 162 seats 35.2% of popular vote
So it is not true to say that England has always voted Tory. They did in 2010 and it is possible that the 2015 election may result in a Tory majority in England but a Labour majority across the whole UK.
