Claimed to be the Director of GCHQ...no secrets revealed apparently.

No 10 should release the tape, after all no secrets were involved.

Yeah, GCHQ is really secure.
According to The Guardian, somebody got the GCHQ Director's mobile phone number - presumably by asking for it sonar claimed to be a personal not official number.

"In a separate incident, a caller rang GCHQ and managed to obtain Hannigan’s mobile phone number."

If no secrets or sensitive information were divulged, and even if Number 10 doesn't release the tape, then either the caller or Putin might well decide otherwise. There may be various collateral benefits from this happening as it did, when it did, not least the wakey wakey aspect.
