Alas no, I back onto a riding school which also houses several donkeys.

In my part of the world it's referred to as "Stump Grinding" and the machine used is pretty brutal, very noisy and creates a right old mess. I had a large oak removed from my property and grinding the stump out cost the equivalent of 300 quid.
Ordinarily the stump isn't ground immediately after felling due to the enormous water content - the muppets that did mine came back about 2 months later to remove the stump, so I'm with others who've suggested it might be the original arborists who just came back to finish the job - though they should have taken the grindings away with them.

I may be stupid but why on earth would Sothwark Council get rid of a tree stump which is not in their area? Not sure what area it is but is certainly not Southwark I'd guess Bromley or Croydon. Maybe you should ask Southwark Council what they were up to and why they left the chippings behind?

They may find their employees aren't doing the work they thought they were!

Does the Council own the freehold of the land, with the OP just being a leaseholder?

Shared services are a big deal in local government at the moment, budget cuts and all that. So it's possible that the "normal" local authority sub contracts tree services to Southwark (not knowing London's geography I may be wrong).

Either way I'd agree that the OP should call Southwark Council and/or the "normal" one to see if they know anything about it.

Don't understand why it cost so much to take down to a stump. We've just had 8 that were taller than that taken out, with poor access and it was only £500.

Could it be you actually paid for full removal and they just came back to do the stump?

Stump turned into huge pile of mulch that people have now dumped more compost on, now my responsibilty to remove.

Neighbours complain of tree and debris behind. Tree nearly goes for a burton, tree removed. Neighbours happy, tree unexpectedly turned into mulch, neighbours complain of mulch and debris.

If they'd taken it with them, I'd be chuffed, as it is, its like having a free Domino's delivered, only to find that its already been digested.

Spoke to arborists/surgeons, nowt to do with them so someone has actually paid to do it. Southwark have no record so far of anything anywhere near my postcode. Local council now looking into it but they did fk all when it was about to drop on 3 houses as its private land (Freehold) so I very much doubt they'd have done it.

Its really not that big a deal, its just a pain the arse, and very odd.

For Landlords your post has raised an important issue, the same being that landlords should not only carry out regular inspection of their rental properties, but also register with HM Land Registry for Fraud Alerts and to their Local Council Planning Authority for Planning Application Alerts.

From being a Landlord for over 18 years, I have found that disrespect for a rental property does not stop with a tenant/s, but also from neighbours in either moving boundary fences, or chucking garden and general waste into the grounds of the rental property.

I initially went for sea slug, but decided I liked sea squirt better as some sea slugs are quite attractive with bright colours

Surely the bigger issue here is not the free stump removal, but the fact that people are dumping stuff on your ground?
