Is it still a buyers market?

As the thread title really.
Is the housing market localised and will prices in areas, like mine, that haven't fell much yet follow the national trend?
I know there are no hard and fast rules but I placed an offer on a house yesterday. 3 bed semi, garage, right area and not a huge amout to do, its been on the market since Jan 08 and the seller has already reduced by £10k to £145,000. I offered £130,000 with no lower chain and mortgage in place, seller has an accepted offer and needs to sell but was my offer too low an opener?
