Dodgy Gas Work Responsibillity

Someone I know has a flat in Edinburgh which has been discovered to have non -compliant gas installation - gas pipes too small and buried in concrete with no sleeving. The blocks 5 years old and the developer liquidated and nobody is taking any responsibility, building control, nhbc etc

I thought gas was the same as my game (electrics) - whoever signed it off would be under a scheme which supposedly guarantees the work?
