To be fair, it's more or less academic: Planning never check on ownership, and you're not allowed to implement a Planning Approval unless you have the permission of all owners, anyway.
Technically, the approval would be invalid unless you've served the Notice No. 1, but it would only become a problem if somebody grassed you up to Planning.

I'd be concerned that me spending £20k on an extension would end up me paying another £10k in the future to own 100% and in the short term paying not only extra mortgage to fund the extension but also extra rent.

I also had this fear but it turns out to be ok. When I but the other 50% the added value from the works I do will be deducted from the sale price. Example: house is 200k. I add 100k of value so total value is now 300k. I decide to buy the other half l. I only pay 100k for it.
Unless I sell before buying the other 50%. Then the increased equity is split between me and the housing association.
