They're supposed to be shut down in high winds. If they go too fast they burn out. Note the ones not moving with their blades feathered, they've been shut down properly.

Seems fake to me. The toy squeaks and the kid reacts to move around a split second later in order to be the 'cause' of the noise before actually doing the slow breathing thing.
