Are there any particular rules when attributing a written quotation to someone now deceased.

For example,

‘We need to do more and to do things because the less we do the more the horror and urgency takes hold. Also it leaves you feeling powerless.’

No. If you quote someone it should be cited correctly whether they're still amongst us or not.

(If the quote is from a book or journal it would be cited slightly differently).

Formal:

"We need to do more and to do things because the less we do the more the horror and urgency takes hold. Also it leaves you feeling powerless." (Smith, 2014).

Informal:

A friend of mine called Ben Smith once said... .

As you know the only reason I was in there first is because I was the one being addressed as a 'keyboard worrier(sic)'. I was going to argue I've never worried a keyboard in my life but felt the OP would not have appreciated my wit.
