No. If you quote someone it should be cited correctly whether they're still amongst us or not.For example,

(If the quote is from a book or journal it would be cited slightly differently).
Formal:
"We need to do more and to do things because the less we do the more the horror and urgency takes hold. Also it leaves you feeling powerless." (Smith, 2014).
Informal:
A friend of mine called Ben Smith once said... .
