Only reason I can think that the relationship was inappropriate was that it stated prior to her 16th birthday (she signed up age 15) or if StJohns have a child protection policy that states under 18’s are deemed children.
Not children, but vulnerable adults I do believe, with him being in a position of responsibility.

Funny rules regarding that area - the freshers helpers at uni arnt supposed to have relations with their charges until after freshers week, or weeks, are over, yet those who arnt freshers helpers can have a go from day 1. Strange rules, personally I found it easier not to be freshers helper, removed any ambiguity!

Its a huge can of worms, it really is, as an adult volunteer in the air cadets the amount of child protection stuff is a nightmare (Its very worthwhile though). Will apply to the St Johns too.

If for example two cadets are going out, one is 19 and 364 days and is going out with an 18 year old girl its fine, next day when he goes on to being a member of staff he would be breaking the law and possibly end up getting in serious serious bother.

A 50 something year old in a relationship with a 16/17/18 year old who presumably was under his care for parts of the time = not on.

Agreed. Realistically, for me, I expect to be dating a wrinkly, fat, grey-haired, whingey cow who would rather spend the evenings watching Eastenders than out doing something more interesting, fun and energetic. Which is why I am happy to be single at 60.

she's alright, nothing brilliant but lets face it, she's not hippocrocopig overweight or covered in zits. Take a photo of most models in normal light without make up and they'd look no better.
