An update. Of sorts.
I got a call yesterday to discuss what's happening and, in short, not a lot. They've traced the car which is registered to an address out of the area (apparently) and they may have trouble speaking to the driver as a result. I got the feeling that they would be happy to drop the matter as the WPC didn't fill me with confidence that anything will happen off the back of this.
On top of that, my father in law decided to not give a statement based on the abusive and threatening behaviour (as he was afraid of reprisals) but was "willing to support me on the racially aggravated part of it". To say I'm annoyed about this is an understatement but I can't make him.
Frankly, the the race part was a minor part of it and I said that I wanted pursue the other part as the threats to my family were more important than the insult to me - if that'll keep the complaint alive, I guess I'll keep that part alive as what happened is something that I strongly about.
I also heard that in the same sort of area, someone was knocked off their bike - something that I mentioned and they'll look in to. Worth a go I guess.
Just to make my daughter's week worse, she fell over at school on Friday and cracked her tooth - I will be taking her out for a bike ride this afternoon, if I can, to keep her confidence up for bike riding. On the plus side, I'm rural and the roads are better and less aggressive (as a rule).
I intend to keep this complaint alive until such time that the police tell me that they will close it off. I'm sure there are those that think I'm making a mountain out of this, but aggressive threatening behaviour isn't on and shouldn't be tolerated - especially when it's aimed at kids.

This should be pursued, absolutely. The car being out of area doesn't result in a massive amount more work.
And I'd think that the threatening behaviour would also be run as well... There's no need for there to be a 'victim' to it as such, just that what happened caused you upset and was in a public place is enough. FIL's statement would obviously help but it shouldn't hinge on it.

If you're continuing to go cycling in the neighbourhood, I guess there's always a chance you'll run in to this bloke again.

I won't run in to him here as it was in Shorpe - we were out with the FIL for a ride. I am toying with the idea of a bike cam, but it's ridiculous that anyone has to get one just for evidence - I know most of my friends that cycle in London do have one. In fact, my friend Paul was threatened and abused in Kent a couple of days ago - it was that rare day when he didn't have his cam with him...
I had something like this happen at work. Racial abuse, threats to kill, damage to property. 6 witness statements and the name and address of the person that did it. Although the police have been OK, it seems like he has got away with it despite doing similar things at numerous other places.

Slight update - I called the station today as I've heard nothing and they are interviewing a suspect tomorrow. I assume they are doing this under caution, but I don't know (and forgot to ask).
I don't know where this will go but I am expecting a call tomorrow.

The CPS have determined that there isn't enough evidence to charge - they need two further statements which my partner and father-in-law are going to provide. Even then, I know, this still might not be enough....
Part of me wants to just drop this, but I've come this far so I will keep going until there's no point - I'm sure someone might think I'm making more of this than I need to, but when I do think that, I remember my daughter being utterly distraught at what was happening.
