All actual quotes from the article. Draw your own conclusions, but I say it's a little too far.

When that happened, everyone knew fine rightly that nothing was wrong with it at all but the rules were the rules so we lost two people who were doing good for the organisation. Common sense is long gone.

The other side of the story is if its a vulnerable 16 year old girl and a 60 year old teacher...

The rules are fine but they are painted with too broad a brush.

(Actually I think in the air cadets at least they have since changed the rules about pre-existing relationships.)

Not being funny, but if I'm 59 and can get an 18 year old that isn't built like a hippo to willingly have a relationship with me I sure as hell will NOT turn down the opportunity, even if it doesn't last smile
