Predictive dialler, what should happen is that the outbound batch size is based on the average call time, number of agents available, time of day, etc etc. The system then runs an algorithm to calculate how many people to call. When a call is picked up (and it's not an answer phone) the system then tries to find an agent to take the call. Sometimes it can't.

It shouldn't happen that often, there are quite strict rules with heavy penalties for getting it wrong. Doesn't apply to off-shore of course.
