What are there strange green tubes for?

We were out walking our dogs earlier and saw a strange green tube sticking out of the ground in the middle of nowhere. It was about 15 feet high and probably 2 feet in diameter.
Exact location





Just a little further on Here there was a concrete slab hidden by a bush that had two more, shorter, similar green pipes.



Anyone know what they are/were for?

Could be a water tank or old refuse site for venting methane.

What's the betting some metal thieving (sorry 'collector') scrote will try and nab the cap and try and remove the grill to gain a couple of quid! Would not want to fall down there!
