To be honest, unless they follow the US-style sytem of NFL-style spending caps (which they wont) and playoffs, then the same clubs will dominate for a while.
Nothing lasts forever though - not long ago Liverpool, Newcastle would have been in there and before that Everton and Leeds...

With any luck the emphasis on who can spend the most will have been obliterated and the ability of a manager to assemble a winning team without paying them £200,000 per week will be more important.
