many clubs have a reduced capacity for European games as entire rows are taken out to make advertising hoardings appear more prominently on TV, this isnt the reason for thousands of randomnly empty seats at City, its because they cant sell the tickets.
Lets say for example they have a capacity of 47,000 tickets, 1000 tickets are "bought" by the marketing/development department (wooden dollars) to give to schools, if the schools dont take up these tickets they are still counted as sold whether people turn up or not.
For a united fan, you seem to be quite concerned Bout it. I can only work off the attendance figure. Now if you want to argue that, go and find out what the attendance figure means. Bums on seats, or tickets sold. Otherwise, you sound like a crazy cat lady wailing on a street corner at a bin.
