How To Identify A Picture / Artist

Does anyone know how to identify a picture or an artist / painter from a signature?

I have tried google images for the picture and wiki for a list of artists / painters but without success.

Fantastic - many thanks to you both for the speed and detail of your replies.

I am thinking maybe it is a good idea I didn't take it to the tip as it looks like a copy on canvas of some sort.
