How will all this affect the transfer of classic plates? At the moment, if you've got a rusting hulk with a nice plate my understanding is you can't transfer it without a valid MOT (never understood why mind you). If the MOT requirement is dropped, is there going to be a sudden surge in demand for said rusting hulks just to get hold of the registrations?

Roadworthiness is only certified by an MOT on the day of test. Anytime after that it is the driver's/keeper's responsibility.
Yes Yes it wont tell me if a light bulb is out or is if it has bald tyres. Day of the test. Blah Blah. Sheesh.
Anyway I have raised greater concerns since this post this one is a minor one.

It would have been nice if (for once) a Minister had given the real reason for scrapping these MOTs: sucking up to the EU (yet still ignoring their almost universal 30 year old VED concession) rather than "saving the motorist money" (sic! - when did they ever do that?) but he could better have kept the previous Conservative promise to reintroduce a rolling date for road tax concession (stopped by the Labour government) to relieve the 40 year old car of some of the VED now at £220 p.a. Seems the exemption some time ago of old heavy goods commercial vehicles from testing went relatively unnoticed - no sensational accidents reported by the "Daily Dirt". Interestingly, when in Canada (Vancouver) the car (modern) went for it's "MOT" which consisted of an "aircare" (emissions) test performed while we sat in it. I have just been told that by 2014 this test will also be abandoned.
Anyone caught with a dangerous MOT exempt vehicle after November should be given a long driving ban and fined heavily.

A bit harsh, but I understand the sentiment.Has your car ever failed on something unexpected?
Although we are all responsible for the state of the cars we drive, none of us do a full safety check before we drive the car.
The punishment should be the same regardless of MOT exemption.
