Except the learner is learning to pass their driving test. Pulling alongside a vehicle indicating right puts you into possible conflict with it if it decides to move right. Better to lift off, see what it's going to do, then once the situation is stable, do what you want to do.Surely the bus was waiting for the learner to get on with it
Which is different to the way people have decided to drive which is "you snooze you loose suckarz".

In that position the learner should have been past the bus before it pulled out
either that or it should have been further back and to the left - why is there space for a car to come up the inside?
