If we had a complete, dedicated, well maintained network of cycle lanes (like in the Netherlands) I'd gladly pay a bike riders tax to support the upkeep.
Instead cyclists are treated as the lowest class of road users, and have to ride on roads which are largely unsuitable for driving on - let alone riding on.. especially if you use a road bike!
Taking that into consideration, and the fact that and I own and tax two cars there's no way I'm handing another fricking penny over in taxation on my vehicles.
