The owner probably thinks it's mega funny, lulz, etc, and reads as BIG VAG (well VAJ as he obviously couldn't get the plate with a G).

The other possibility is that he's telling everyone that he has a massive craving for big gaping vaginas?

Alternatively maybe the male driver contained inside is just telling everyone around him that he's actually the big fanny the plate is referring to?
