Agree but, if I am reading the document, updated last June, correctly, it states...The margins at the side of the plate for cars and motor cycles must be (exactly) 11mm. And, (minimum) 11mm (pre 1973 registrations) and 13mm pre 2001 registrations.

Interestingly, it seems to suggest that HM Gov leaves the policing of this to the MOT tester who should fail incorrect plates.

The 11mm border adds a bit of symmetry. Full size would look crap.Adding the 22mm width wouldn't make the 4 digit plate any less exclusive.
