If a person has no desire to be photographed, then they have every right to remain within the bounds of their property. Although there is no criminal/legal restriction to photography of private property from a public place. Basically, if you can be seen from a public place, you can be photographed, and there is nothing you can (legally) do about it.
There are times when aggressive action by Police/private security/members of the public may mean that your life is made considerably easier if you don't take pictures, but there is no legal restriction to you taking pictures of pretty much anything you please in a public place. Restrictions on photography at music events, schools, sports venues etc, form part of the contract you enter into when purchasing a ticket, as they are deemed to be fair terms and conditions within the law, but the most that can happen is being thrown out of the venue, for breaking those terms. The only instances I can think of where you commit a criminal act by photographing a person or object, is if you ignore signs at sensitive military establishments, enter private property, or get caught with a hard drive full of cleavage/upskirt pictures.
