Its a mock up of the new designs Euro crash test regulations are mandating. The sharp edges will have to go though to be replaced with strap on pillows.

Proper Job!
I particularly like the scaffolding pole bumpers, and the engine cover that appears to be fashioned from a corrugated dustbin.
Nice paintwork too - anyone remember Daktari?

Looks like something you'd see in a parade.

Or on in a National Geographic special.
It would have been really choice if whoever took the pics photoshopped it in a green tint, like night- vision goggles. Then you could put in the yellow glowing eyes of some night time predator (car) in the background...

Wait. I wasn't sure if those are supposed to be zebra stripes or black and white tiger stripes.

Well, I'm sure it's even more hilarious in the glare of broad daylight.
