Anyone know what "MoT dd/mm/yyyy @ VOSA (buyer to apply)" means on an advert?

They have lost the MOT? or needs a new one. Is it at auction?

Its a buy-it-now price, but its category X. I'm assuming that it does have an mot, but not the certificate, which I would have to send off for?
