The Transport Research Laboratory has just published a report on "Car Occupant and Motorcyclist Deaths 1994-2002"

Apparently it says that improvements in vehicle safety are failing to bring about a reduction in motorist deaths because there has been a concurrent decline in driving standards.

Based on an analysis of accident data and contributory factors to accidents reported by the police, TRL states "The proportion of fatal and serious accidents that involve "loss of control", "behaviour - careless / thoughtless / reckless / agressive driving" has increased since 1999. This suggests that, at a time when improving car technology had been expected to reduce the number of car occupant fatalities, this trend has been offset by a decline in the driving standards of some car drivers".

An increase in drink-driving accidents has also contributed to the figures, it says.

Hmmm, that's 2/3 of my next speeding penalty, as generated by one of their Gatso's.

Perhaps I'll give it a miss.

"Their" Gatsos? No I don't think so - TRL are not a government body (they were, years ago, but not now).

The point of their report is that the focus on speed alone isn't working - driving standards are falling and leading to accidents, problems that cameras just don't pick up.

The report is apparently downloadable though - just going to look for it.

It must be difficult to blame a decline in driving standards when the road system and increased congestion and increased population must be the principal factors. More cars per square mile x more people = more accidents because pedestrians also have less respect for traffic.
