I have tried DVLA for a reg I want.But have been told
it has an owner and will not give any more details.
Is there a way I could find the owner or the vehicle
it is on .....

Thought I had a link to DVLA, where you can pay, to have them contact an owner on your behalf, but can't seem to find it sorry.

Why not say what the reg is, it might be your lucky day and a PHer might live next door to the owner. Crazier things have happened
