By Richard Smith
SECRETARY Celia Pearce was stunned after she got a parking ticket for displaying a "For Sale" notice in her car.
The mum-of-two discovered the fixed-penalty notice on her windscreen when she returned to her vehicle after work.
Mrs Pearce thought there had been a mistake because she has a £560 season ticket for the council-run car park and has used it for 10 years.
But the ticket read: "Car for sale. Sale of goods not allowed in council car parks. Photograph taken."
The 48-year-old from Kingsley, Hants, said: "Why couldn't the car park attendant use his discretion and realise I am not a trader and I'm not making a living out of selling cars?
"If this is classed as selling, then isn't a double glazing contractor parked in a car park breaking the same law by inviting people to phone the telephone number on the side of his van for a quote? It's bureaucracy gone mad."
The estate agents' secretary has now removed the sign offering her R-reg Peugeot 106 for sale at £1,850 in case she receives another £30 fine. A spokesman for East Hampshire District Council said it is "legally entitled" to prevent "commercial activity" at the car park in Alton.
But he admitted the incident was "embarrassing" and vowed to cancel the ticket, adding: "We certainly do not intend to pursue this kind of action in the future."[/quote]

i think this was a scheme to discourage / clamp down on small time car dealers that were parking several cars or roadsides and verges etc. in some cases blocking junctions. but as usual the bloke with half a dozen dodgy motors for sale gets away with it and the law abiding are punished.
